On May 12, the Launching Ceremony of 2023 Hubei General Education in Digital Literacy and Competence Growing Month and the Summit Forum of General Education in Digital Literacy and Competence Growing were held.

The event was jointly sponsored by the Office of Hubei Cyberspace Affairs Commission and Wuhan University with the theme of Digital Empowerment, Sharing by All.

People attended the event were as followings:

Deren Li, Academician of Chinese Academy of Sciences and Academician of Chinese Academy of Engineering,

Chuanfu Chen, Convenor of Information Resources Management Discipline Review Group of Academic Degrees Committee of the State Council, and Senior Professor of Humanities and Social Sciences at Wuhan University,

Shuanglin Xie, Deputy Director of Publicity Department of the CPC Hubei Provincial Committee, and Director of Hubei Cyberspace Affairs Commission,

Zhuanghai Shen, CPC Deputy Secretary of Wuhan University.

In his speech, Zhuanghai Shen pointed out that improving the digital literacy and competence of the general people is the only way to realize the transition from a big cyber country to a strong cyber power. Wuhan University has always regarded improving students' digital literacy as an important task, and has achieved fruitful results in personnel training, scientific research, international exchanges and social services in the field of digital literacy. Facing the needs of the country, Wuhan University will continue to explore new modes and methods of digital literacy education, and constantly improve digital competence of different groups in Hubei Province.

Deren Li, Shuanglin Xie, Zhuanghai Shen and Dan Wu, Dean of the Undergraduate College of Wuhan University, unveiled the National General Education in Digital Literacy and Competence Training Base of Wuhan University. Relevant heads of the Office of Hubei Cyberspace Affairs Commission, Department of Education of Hubei Province, Department of Economy and Information Technology of Hubei Province, and Department of Human Resources and Social Security of Hubei Province issued Hubei General Education in Digital Literacy and Competence Training Base to eight organizations including the Modern Service Industry Construction Management Office of Wuhan Linkonggang Economic and Technological Development Zone.

Ruhua Huang, Director of the National General Education in Digital Literacy and Competence Training Base of Wuhan University, Deputy Director of Wuhan University Library, Professor at our School, introduced the background, process and evaluation indicators of completing Assessment Report on Hubei General Education in Digital Literacy and Competence. She said that the Training Base would give full play to the subjects and platform advantages of Wuhan University, integrate the resources of the whole university, choose excellent teachers from all over the country, and carry out digital literacy and competence training for different groups.

Shuanglin Xie pointed out that general education in digital literacy and competence growing are closely related to the strategy of digital China and the construction of a strong cyber power. The CPC Central Committee attaches great importance to the digital literacy and competence growing of general people, and has made a series of major decisions and implemented a series of major measures, pointing out the direction for doing a good job in the digital literacy and competence growing of general people in the new era. To improve the literacy and competence of general people, we must adhere to political responsibility, and always closely integrate data literacy education with relevant decisions of the CPC Central Committee.

Deren Li, Chuanfu Chen, Shuanglin Xie, together with the relevant heads of Department of Education of Hubei Province, Department of Economy and Information Technology of Hubei Province, and Department of Human Resources and Social Security of Hubei Province, launched the Hubei General Education in Digital Literacy and Competence Growing Month. This indicates that Hubei will integrate into the digital age better, promote digital development, and help build a strong cyber power and digital China.

After the launching ceremony, Deren Li and Chuanfu Chen made keynote speeches at the Summit Forum of General Education in Digital Literacy and Competence Growing. Wei Lu, Dean of our School, presided over the report meeting.

Deren Li made a report on Striving to Enhance International Core Competitiveness —— From China-made GIS Software to Network Intelligent Satellite. He stressed that it was necessary to use technology and digital skills to meet the country's major strategic needs, bring digital skills to the extreme, to ensure national security and the needs of the people, to serve the country's development, and to contribute China's plan for building a better world.

Chuanfu Chen pointed out in his report entitled Prospect of Digital Literacy Education under the Background of Open Science that the development of digital economy, the change of scientific research paradigm, the change of learning environment and the advent of intelligent society have put forward higher demand for citizens' digital literacy and competence. We should focus on digital ability, and constantly improve citizens' digital survival ability, digital security ability, digital thinking ability, digital entrepreneurship ability, digital production ability and digital innovation ability via platform education, scene education, experiential education and embedded education.

On the afternoon of the same day, an academic seminar on General Education in Digital Literacy and Competence Growing was held. Eighteen experts and scholars from the National Library of China, Peking University, Renmin University of China and other universities discussed the necessity, present situation and development trend of digital literacy and competence growing for general people in the digital age. It was believed that the approval of National General Education in Digital Literacy and Competence Training Base of Wuhan University is an important symbol to highlight the social impact of information resources management as subject. It is expected that the Training Base will continue to integrate the national information resources management and related subject resources, and show the subject's responsibility and actions for the digital literacy and competence growing of general people.

The final of the 5th Wuhan University Undergraduate Freshmen Information Literacy Challenge Contest was also held that night. After four sessions of contest, two first prizes, three second prizes, five third prizes and nine excellent prizes were selected in the contest.

The relevant person in charge said that improving citizens' information literacy is an important part of building a digital China, a powerful country in science and technology and a powerful country in network, and it is also the requirement of the times to safeguard national security and implement the innovation-driven development strategy. In the next step, Wuhan University will rely on the National General Education in Digital Literacy and Competence Training Base, carry out the integration of government-industry-university-research, devote itself to the research and practice of digital literacy and competence growing for all, and contribute to training more high-level digital talents.
